About Speakers
Her expertise is in the fields of patent analytics, technology foresights, market validation analysis, technology validation analysis, patent strategy, technology freedom to operate analysis, R&D strategic planning, and R&D investment assessment. She is hands-on on developing market and technology insights analysis and reports on emerging technologies in the areas of intelligent economy, space economy, quantum computing industry, semiconductor industry, rare earth industry, post quantum cryptography, advanced material, printed electronics and graphene ink, etc.
As a thought leader in the field of bibliometrics, Pavel is known for his ability to translate data-driven analysis into actionable strategies that enhance research visibility, inform funding decisions, and guide institutional benchmarking. His work focuses on advancing responsible metrics, fostering data-informed decision-making, and promoting transparency in research assessment.
Renowned for his pioneering work in radar systems and wireless communications, Dr. Pannir is a NASA Fellow and recipient of the prestigious Haglund Prize for outstanding doctoral research. His scholarly contributions—published in leading journals such as Science and IEEE Transactions on Geoscience and Remote Sensing—have garnered over 3,000 citations, reflecting his global influence in both engineering and climate science.
Dr. Pannir holds multiple patents in radar and antenna technologies and has led high-impact collaborations with world-class institutions including NASA, the Indian Institute of Technology Madras, the Niels Bohr Institute, and the Antarctic Climate and Ecosystems CRC. His work bridges scientific excellence and societal relevance, advancing smart, sustainable technologies that address critical global challenges such as climate resilience, energy security, and digital transformation.
A graduate of Hiroshima University, Japan, Hazrin holds a Bachelor of Science in Mechanical Engineering. His career began with engineering roles at renowned automotive brands including Ford, Mazda, and Perodua. He later joined Proton Holdings Bhd (PROTON), where he rose to become Director of Group Engineering. During his tenure, he led the engineering team at Lotus Cars in the UK, gaining valuable international experience. Upon returning to Malaysia, he spearheaded R&D initiatives for PROTON, covering product planning, design, testing, homologation, and project management.
Today, Hazrin brings his deep industry expertise and strategic vision to HESB, driving innovation and growth in engineering services and business development.
Within MIMOS he has run the gamut of developing national policy with the NITC, building R&D collaborations, managing operations within one of our subsidiaries,
leading the legal and IP management teams, commercialising MIMOS's technological output, guiding the company's transformation, and now developing over-arching
strategy.
